Format
The competition format is divided into two stages, the preliminary phase (group phase) and the final phase, per Regulations Article 15.
Group phase: Three groups of four teams are formed from the 12 teams, and each group plays a round-robin format with all of its teams competing. The top two teams in each group and the top two teams in the third place move on to the final stage’s quarterfinals.
Final phase: This stage consists of three knockout rounds (quarterfinals, semifinals, and championship match) as well as consolation rounds (five through twelfth place are determined by a series of classification matches between the nations eliminated from title-winning contention). In the ultimate phase, every match is played in a knockout style.
Teams
Twelve teams made the cut to play: the two defending champions and one extra club from the host nation, as well as the winners of each of the ten South American CONMEBOL member countries’ domestic leagues or Copa Libertadores qualifying events.
Notes: † As the national association defending champions and also as the host country, Paraguay entered three teams.
Venue
All games will be held at the Parque Olímpico’s Los Pynandi World Cup Stadium in Luque, close to Asunción, Paraguay’s capital. The stadium can accommodate 2,820 people.
